Frequently Asked Questions
Welipitiya Divisional Secretariat — Serving the Public with Excellence and Transparency
Identity & Certificates
How do I apply for a new National Identity Card (NIC)?
To apply for a new NIC, you must first obtain the official application form from your local Grama Niladhari (GN). Once completed, submit the form to our NIC branch along with your original birth certificate and four ICAO-standard photographs.
How can I get a certified copy of a Birth, Marriage, or Death Certificate?
Visit the Registrar’s branch at the Secretariat. Providing a photocopy of the original certificate or the specific registration reference number will significantly speed up the search and issuance process.
Land & Property
What is the procedure to apply for a Land Permit?
First, you must verify the status and availability of the land with your Grama Niladhari. Following verification, visit the Land Branch of the Secretariat to fill out the 'D' Form for formal processing and review.
How are land disputes handled?
Land disputes should initially be reported to the Grama Niladhari. If a resolution is not reached, a formal written complaint can be lodged with the Divisional Secretary, who will refer it to the Land Settlement or Mediation boards as required.
Social Services & Samurdhi
How do I apply for Samurdhi welfare benefits?
Eligibility for Samurdhi is based on household income assessments. Interested applicants should contact their local Samurdhi Development Officer (SDO) to begin the formal evaluation process.
